(2) In this section: document includes a document in electronic form. Weba personwith whom the bidderor holderhas, or proposes to enter into, a relevant agreementfor the purpose of controllingor influencing the composition of the body's boardor the conductof the body's affairs; (c) a personwith whom the bidderor holderis acting, or proposes to act, in concert in relation to the body's affairs.
