Develop in the Corps of Cadets of a good fellow by actually undergoing that part, in order to prepare them for their subsequent role as CAT leaders. Webinclude: (a) an adequate standing army, (b) universal military training for all able-bodied citizens, (c) federal militia, (d) state militia, (e) trained volunteer organizations. The advocates of the second plan believe that the necessary degree of protection can be best secured by military training in the public schools. No layman
