The deck is flushed to the tops of the ribs, with 1 additional 1x1 pine stringer in between each of the boat's aluminum stingers. You can see one of the pine stringers at the bottom of the pic.

Then you can simple transfer those measurements to the plywood and cut it out. And if you make a center line down the center of the plywood and plot the measurements from the paper, it will fit nicely.
